Cosa è la certificazione ambientale?
La certificazione ambientale viene rilasciata a quelle organizzazioni che scelgono volontariamente di aderire alla norma, riconosciuta a livello internazionale, denominata UNI EN ISO 14001. L'applicazione della norma all’interno dell’Ostello basa la propria efficacia su un meccanismo di pianificazione > attuazione > controllo > verifica che riguarda tutti quegli aspetti ambientali sui quali l'Ostello può esercitare un controllo e sui quali può avere influenza. In sostanza, l'Ostello Amolara per certificarsi ha elaborato un'Analisi Ambientale Iniziale che consiste in un esauriente studio degli impatti e delle prestazioni ambientali connesse alle attività svolte con la contemporanea verifica del rispetto della normativa applicabile; ha scelto la propria Politica Ambientale (che è quella che vedete appesa al muro), ovvero gli obiettivi e i principi generali di azione che l'Ostello intende darsi rispetto all'ambiente; ha definito un Programma Ambientale, che contiene una descrizione delle misure adottate per raggiungere degli obiettivi specifici e definiti; ha•introdotto un Sistema di Gestione Ambientale (SGA), cioè ha redatto un Manuale per la corretta gestione, ambientale ma non solo, dell’Ostello; infine l’Ostello svolge delle verifiche periodiche delle proprie prestazioni ambientali e dell’efficacia del sistema di gestione ambientale. Completate queste fasi l'Ostello ha richiesto la certificazione nei confronti della norma ISO 14001 che è stata effettuata da un Organismo di certificazione.

Cos’è la registrazione EMAS?
Il regolamento CE n. 761/2001 disciplina le modalità di adesione volontaria delle organizzazioni al sistema comunitario di ecogestione e audit (EMAS). Per la parte relativa alla gestione ambientale, l'EMAS ingloba integralmente la norma ISO 14001; l’Ostello quindi è certificato secondo la norma ISO 14001 e registrato secondo il Regolamento EMAS. Rispetto alla Norma ISO 14001, il regolamento EMAS prevede in particolare: 1. una Dichiarazione Ambientale, un documento pubblico che chiarisce gli aspetti significativi della Politica Ambientale, del SGA e della propria organizzazione (può essere richiesta da chiunque alla reception). 2. una Convalida effettuata da un verificatore ambientale indipendente accreditato dal Comitato Ecolabel ed Ecoaudit sezione EMAS (Ministero dell’Ambiente).

Entrambe queste pratiche sono ispirate ai processi di miglioramento: dato un punto di partenza conosciuto, vengono posti degli obiettivi da raggiungere, quindi vengono attuate le relative azioni di adeguamento, a cui seguono la verifica dei risultati raggiunti che innescano un processo volontario di miglioramento continuo con riscontro oggettivo.

ISO e EMAS, quali differenze?
Le due procedure hanno standard molto simili, ma se le ISO hanno un valore riconosciuto a livello internazionale, EMAS è un protocollo istituito a livello comunitario, attento alle interazioni tra il soggetto della certificazione e il suo territorio. In questo caso, quindi, le analisi di contesto devono essere più approfondite e finalizzate, gli obiettivi della politica ambientale con le relative azioni devono essere attente alle questioni di contesto.
Inoltre, la tenuta del registro EMAS a livello comunitario garantisce una migliore gestione del sistema della certificazione e una più definita identificazione degli aspetti certificati. EMAS, che nasce limitato al contesto europeo, sta crescendo rapidamente nel mercato internazionale per la credibilità che offre e il rigore nel rispetto dei requisiti da osservare.

What the environmental certification is?
The environmental certification should be given to those Organizations which spontaneously choose to comply with the UNI EN ISO 14001 Standard.
The implementation of this standard inside the Ostello is based on the loop of plan>do>check>act regarding all the environmental aspects which the Ostello can check and directly influence. Basically, the Ostello Amolara, in order to obtaine the certification, has provided an Initial Environmental Analyses that consists in an exhaustive study about the impacts and the environmental performances connected with the Ostello activities, with the contemporary examination of the law in course; the Ostello has defined its proper Environmental Policy (hanging on the wall), that is the aims and the general acting principles which the Ostello should follow according to the environment; it has defined an Environmental Programme, that contains a description of the methods used to reach the specific aims; it has implemented an Environmental Managing System, in other words it has provided a Manual for the proper environmental, but not only, management of the Ostello; at the end, the Ostello periodically checks its own environmental performance and the efficacy of the system. Ending these phases, the Ostello has asked for the certification in compliance with the ISO 14001 Standard carried out by a Certification Body.
What EMAS is?
The CE n. 761/2001 Regulation regulates the condition of the voluntary adhesion of the Organizations to the Environmental Management and Audit Scheme (EMAS). As far as the environmental management is concerned, EMAS completely includes the ISO 14001 Standard; hence, the Ostello is certificated in compliance with the ISO 14001 Standard and the EMAS Regulation. Particularly, compared with the ISO 14001 Standard, EMAS requires: 1. an Environmental Declaration, a public document that defines all the important aspects of the environmental Policy, the Management system and the own activities (you can asked the reception for a copy). 2. a validation carried out by an environmental auditor that should be independent and qualified by the Ecolabel and Ecoaudit Committee.

Both these practises are based on the improving process: given a defined start point, some aims are fixed, the consequent actions are implemented and the check of the reached results is carried out. This loop starts a voluntary process of continuous with a real control improving.

ISO and EMAS, which difference?
Both the procedures have very similar standards, but if the ISO has a value recognised on an international level, EMAS is a protocol defined on European level, focused on the relations existing between the Organisation and the Environment; so in this case, the analyses should be more precise and exhaustive, and the aims of the environmental policy with the consequent actions should pay more attention to the overall matters. Moreover, EMAS register guarantees a best management of the certification system and a more defined identification of the aspects. Even if it is an European Regulation, EMAS is quickly increasing in the international market due to its credibility and its rigour concerning the requirements to be followed.
